The Health and Safety at Work etc. Act 1974 (the Act) is the primary piece of legislation covering occupational health and safety in England, Wales and Scotland.
The Act places statutory duties on employers and the self-employed in relation to the health, safety and welfare of their employees and anyone else affected by their business activities, such as contractors, clients and members of the public.
In Northern Ireland, health and safety at work is covered by the Health and Safety at Work (Northern Ireland) Order 1978, which places broadly similar requirements on employers.
This factsheet explains what the Act covers, who it applies to and what obligations it imposes on employers. It provides information about the regulation of health and safety, including the penalties for non-compliance.
